The Young Drivers Scheme
Foundation Modern Apprenticeship
The scheme provides the opportunity for a young person to obtain a full Category C driving licence at the age of 18 rather than 21 and a Category C+E licence before his/her 21st birthday.
Registered young drivers follow a structured training programme leading to a Level 2 NVQ in "Driving Goods Vehicles". In addition their LGV driving skills are regularly assessed.
There are several stages to this training, the first being that the young person is recruited/selected by their company and then registered onto the scheme.
The table below outlines the procedure that has been set up for the Young Drivers Scheme.

Sign Up and Programme Induction |

This is the long meeting to complete all required paperwork and full induction in relation to the FMA programme and YDS. It requires vetting of companies' H & S Policy and vehicle documentation. The company's eligibility for YDS should be confirmed on this visit. The candidate's eligibility and initial assessment also need to be completed. |

NVQ Induction and Assessment of Non Driving Units |

Items 3 - 5 will occupy the learner for the first 2 - 3 months of the programme and run concurrently.
The NVQ assessor will make one visit to meet the candidate and induct him/her into the process. At the same time the AKQs will be issued with instructions as to their completion.
Some of the NVQ evidence will be used to satisfy key skill requirements. The candidate will be invited to a Tachograph course during this period and a project will be set as a consequence. Learners will also have the opportunity to attend a key skills workshop if they find difficulty completing their KS portfolios.
On completion and Verification of Unit 6 of the NVQ a YDS5 is issued by the Internal Verifier.
It is a general rule that learners will not move on to stage 6 until stages 3 - 5 are completed.

CTL will organise the following:
Medical, Provisional Application, Theory Support, Theory Test, Practical Training, Practical Test. |

Post Test Assessments |

Again these elements will run concurrently. CTL will organise 4 post test assessments to be carried out on months 1, 2, 4 and 6 following the month of test. The learner will be expected to complete his NVQ during these visits.
